In 2024, the gambling business paid 17 billion hryvnia in taxes, which is 63% more than in 2023, said Danylo Hetmantsev, head of the Verkhovna Rada's Tax Committee.
Thus, in 2021, the gambling business paid taxes of UAH 204.8 million. Already in 2022, this figure increased by 3.5 times, to UAH 730.9 million. In 2023, the gambling business paid UAH 10.4 billion in taxes. For the entire year of 2024, it was UAH 17 billion, which is 63.4% more.

Hetmantsev noted that currently market participants continue to resist de-shadowing and some of them have still not been held responsible for the losses caused to the state.
Recall that the gambling industry in Ukraine was legalized in 2020. Companies that want to engage in gambling business must pay license fees annually. Thus, one year of license for an online casino costs 23.4 million UAH, for online bookmaking activities - 108 million UAH, and online poker - 6 million UAH.
The income of gambling business leaders in Ukraine in 2023 increased 28 times, to UAH 54.9 billion, compared to UAH 1.9 billion in 2022. The leader was Spacex (Cosmolot brand), and the largest increase in earnings was recorded by Favbet (Favbet brand).
In the first half of last year, the gambling business paid UAH 8.4 billion in taxes to the budget, which is almost three times more than in the same period in 2023.
On December 4, the Rada unanimously approved Bill No. 9256-d, which provides for the liquidation of the Commission for the Regulation of Gambling and Lotteries (KRAL). The bill was proposed in response to a petition pointing to the “harm that the gambling business causes to the Ukrainian army and society.”
