In Ukraine, they plan to introduce a special Science.City tax regime for science parks at universities: what does the project entail and at what stage of implementation?
At the end of 2024, the Ministry of Digital Affairs announced a new project, Science.City, aimed at activating the work of science parks. Universities, together with businesses, will be able to create a science park as a private company that can become a resident of Diia.City. Science.City could be operational by the end of this year.

«Currently, out of 36 science parks, most exist only formally, and in fact, only five have innovative activities. That is why we have created a bill on the introduction of Science.City, which reforms the institute of science parks. Science.City is a logical continuation of the transformation of education. We want to build a fast and flexible education system adapted to the challenges of the time,» wrote the head of the Ministry of Digital Affairs, Mykhailo Fedorov, in Telegram on December 26, presenting an infographic showing how science parks will change.
The Science.City project was officially presented yesterday, January 15. During the presentation, it was said that in three years they plan to increase the number of active science parks from 5 to 15. In addition, they plan to attract UAH 500 million in investments, create 1,500 jobs in high-tech industries, and increase the income of universities and scientific institutions to UAH 750 million per year.
What will change?
They plan to reduce barriers to innovation: tax burden, complex procurement procedures, overly bureaucratic operational procedures, etc.

They will introduce incentives for the import of equipment and the transfer of technologies from abroad.
Science.City members will also be able to apply for a grant from the Brave1 defense cluster.
At what stage is the project?
Deputy Minister of Education Denys Kurbatov told Forbes Ukraine that a special tax regime for ScienceCity science parks could begin operating by the end of 2025.
But to get started, the Verkhovna Rada needs to make changes to some laws and codes of Ukraine. The draft law «On Amendments to Some Laws of Ukraine on Stimulating the Development of Science Parks» is currently under public discussion until January 25, after which it will be submitted to the Rada.
«If we don’t do this, I don’t see a future for Ukrainian science,» said Deputy Head of the Ministry of Digital Affairs Oleksandr Bornyakov during the presentation.
