Today, November 25, the Unified State Register of Pets became operational, a step in the harmonization of Ukrainian legislation with European requirements for animal welfare. With the help of the register of the Ministry of Agrarian Policy and the State Production and Consumer Service, they will collect and analyze up-to-date data on the number of domestic animals, their state of health and vaccinations.
«For the first time in the history of independence, the state will receive real data on the number of pets and will be able to monitor their vaccination status. Such information is extremely relevant for effectively reducing the risk of spreading dangerous infections, such as rabies,» he saidDeputy Minister of Agrarian Policy and Food of Ukraine Denys Bashlyk.
According to him, the register will have certain advantages for animal owners, namely:
restoration of lost documents and data about the registered animal from the Register;
easier search for registered lost animals;
will simplify traveling with animals in Ukraine, but this opportunity will be available after the veterinary passport appears in «Diia» next year.
Registration of animals is voluntary.
The register will be implemented in two stages. At the first stage, which has already started, the Ministry of Agrarian Policy will focus on involving veterinary clinics and doctors in working with the platform. A series of educational webinars are planned for public and private veterinarians, and technical support for veterinarians will be available by phone and chat during November and December, where veterinarians can receive authorization advice.
State and private veterinary institutions can be authorized in the Unified Register of Pets by submitting an application to the State Production and Consumer Service. For this, the head of the veterinary medicine institution fills out an application in the Registry’s office — it takes no more than 30 minutes. The State Production and Consumer Service must check the data in the application within 10 working days, approve or reject the application and send a notification about the result of the review to the applicant’s e-mail. After confirmation of authorization, the head of the veterinary institution will be able to enter the data about veterinarians into the Register, who will directly register four-legged patients in the Register. After that, veterinarians-registration agents should go to their offices in the Registry and fill in their personal data.
After successful authorization, the veterinary facility will be ready to start pet registration along with the official start of the second phase of the Registry’s launch — the animal registration campaign, which will be announced later.
Authorization of veterinary institutions and doctors in the Register occurs only through the state interface.
At the same time, veterinary clinics that already use veterinary information systems — project partners (Jet Vet, Enote, Animal-ID.net, BuBiBo) — after successful authorization, will be able to start registering animals after the start of the registration campaign directly through these platforms.
In the future, they plan to integrate the Ukrainian register with international databases.
