To apply through Diya

1. Install or update Diia to the latest version.
2. Log in to Diia.
3. In the «Services» section, select the «Winter — Support» service.
4. Read the description of the program and press the «Start» button.
5. Choose for whom the payment is intended (for yourself or for the child). If the child’s birth certificate is not uploaded to the Diia application, click the «Add a child’s birth certificate» button.
6. Select an account for payment. If you are already a member of the «National Cashback» program and have an open bank account, the system will automatically offer you to choose an existing card or open a new one. Choose a method convenient for you.
7. Apply for payment. First, carefully check the application data and confirm that you are in the territory of Ukraine.
8. After ordering payment, track the status of the application in the Diia mobile application.
9. After the application is approved, the funds will be transferred to the National Cashback card selected in Diia within 10 days.

What can you spend money on?

One thousand hryvnias received through the Diia can be spent during 2025 — up to and including December 31. These funds will be used to pay for:

• communal;
• medical;
• educational;
• transport;
• insurance services or mobile communication services;
• buy medicine;
• books;
• for charity

Cash cannot be withdrawn from the National Cashback card. Funds can be spent both online and offline, but only for certain categories of expenses.

How to get funds for those who do not have Diia?

The state has ensured that people who cannot apply through Diia can get help. Citizens who receive social benefits for disability groups 1-2 through Ukrposhta for the duration of the «Winter is Support» program will receive financial assistance through Ukrposhta. The list of such recipients is compiled by the Ministry of Social Policy.
