US authorities have accused six Chinese AI companies of industrially copying American models
US intelligence agencies have accused leading Chinese artificial intelligence developers of conducting “industrial-scale distillation campaigns.” The National Security Agency (NSA), the Cybersecurity and Infrastructure Protection Agency (CISA), and the FBI issued a joint warning, stating that Chinese companies are systematically extracting the functionality and capabilities of advanced American AI models.

According to intelligence agencies, starting in 2024, companies such as DeepSeek, Moonshot AI, Alibaba, MiniMax, StepFun, and Z.AI have extracted billions of tokens through millions of requests to American systems, Engadget reports .
These are Anthropic’s Claude, OpenAI’s GPT, Google’s Gemini, and xAI’s Grok. Distillation in AI is a method of training new models based on the responses and performance of more powerful systems.
In particular, the report claims that DeepSeek used data from the Claude, Gemini, GPT, and Grok systems to train its own products, including the R1 resonance model released in early 2025. Moonshot AI is accused of using Claude Fable data to create the Kimi K3 development, as well as GPT-4o data to train Kimi K2.
The agencies' joint warning contains a full list of affected American models, as well as recommendations for US companies to protect against unauthorized data extraction.
The American tech sector has long been aware of such risks. At one time, OpenAI blocked a number of accounts associated with DeepSeek on suspicion of distillation. Earlier this year, Anthropic made similar accusations against Chinese developers. The distillation method is controversial not only in the context of the PRC: OpenAI noted that Elon Musk's company xAI also used a similar approach to train its systems.
