EPAM volunteers have developed a website with an interactive map where you can learn about river basin management in Ukraine
A website with an interactive map has been created in Ukraine for the effective management of river basins and the improvement of the ecological state of water bodies in Ukraine. This development was implemented by EPAM Ukraine IT volunteers "pro bono" for the State Agency for Water Resources. Ukrainians will receive open access to information about the government-approved management plans for the country's nine river basins.
A website with an interactive map has been created in Ukraine for the effective management of river basins and the improvement of the ecological state of water bodies in Ukraine. This development was implemented by EPAM Ukraine IT volunteers "pro bono" for the State Agency for Water Resources. Ukrainians will receive open access to information about the government-approved management plans for the country's nine river basins.
On the interactive map you can find information about the basins of the Danube, Dniester, Dnieper, Don, Southern Bug, Vistula, the rivers of the Sea of Azov, the Black Sea region, and Crimea.
A team of volunteers from EPAM worked on the technical implementation of the project for three months. It consisted of seven specialists: FrontEnd and BackEnd developers, DevOps and BA specialists, a designer, a project manager, and a coordinator. The project was based on similar developments from European organizations, and also used modern technologies such as Java, React, Mapbox, Leaflet, and Google Cloud Storage. The development was a quick solution to provide the necessary current tasks, but in the future it can be supplemented with additional functionality.
“This website and map are essential tools for effective management of river basins and improvement of the ecological state of water bodies. It is also an opportunity for Ukrainians to monitor the work in their community and join such events,” says Serhiy Teslya, project manager of the project. “Technologies can and must be implemented in the modern Ukrainian state to solve strategic tasks, such as environmental issues.”
The map shows the management plans for each river basin.
The strategic objective for each plan is to achieve or maintain “good” ecological status of surface and groundwater bodies. “Good” is one of the possible assessments of water status in Ukraine according to the EU Water Framework Directive, which provides for 5 status classes — “excellent”, “good”, “fair”, “bad” and “very bad”.
Each management plan includes a specific list of measures that from now on it's easy to track.
A convenient interactive map allows you to learn more about the arrays surface/groundwater, monitor measures in river basin districts, their cost and projected environmental targets.
This solution will also provide transparency for other government agencies to prevent duplication or misallocation of funds.
This solution also meets the requirements for standards within the framework of Ukraine's European integration.
"Despite the war, Ukraine has made significant progress in implementing the Water Framework Directive. We have defined river basins, established basin councils, reformed the water monitoring system to European requirements, and created 4 modern laboratories. The adoption of river basin management plans is one of the indicators of Ukraine's fulfillment of its European integration obligations in the field of environmental protection and, in particular, in the field of water resources management and a prerequisite for Ukraine's accession to the EU. The work continues and with the help of experts and scientists we will achieve the planned goals," said Ihor Hopchak, Acting Head of the State Water Agency.
