As the Ministry of Digital Transformation reported in its press release, this decision was prepared jointly with the Ministry of Defense.
Technically, this restriction is planned to be implemented through state electronic registers, and data exchange will take place through the Trembita system.
«Legal businesses are already obliged to identify each player and check them through the register of persons with restricted access to gambling. After the introduction of the new procedure, during such a check, the system will automatically check the data with the register of military personnel. This register is currently being developed by the Ministry of Defense of Ukraine,» the Ministry of Digital Affairs reported.
Thus, if the system determines, based on the data from the currently non-existent registry, that a person is a military serviceman, the gambling organizer should receive a signal about restrictions — and access to the game will not be provided.
«At the same time, casinos will not know whether it is a military serviceman. The system will only notify that restrictions apply to the user. This approach will allow protecting personal data and official information,» the Ministry of Digital Transformation noted.
The implementation of the mechanism will be handled by the gambling market regulator, the state agency PlayCity.
Currently, the project on this issue is only at the stage of public discussion, and the Ministry of Digital Affairs is ready to accept proposals for regulatory regulation of this area until April 3.
At the same time, the Ministry of Digital Affairs assured that restricting access to legal gambling will not completely eliminate the problem, so «PlayCity is systematically working to clear the market of illegal casinos.»
The ministry reported the blocking of 3,245 illegal online casino sites and the fight against illegal advertising — amendments to the legislation have already been prepared, which will allow PlayCity to quickly restrict the operation of sites that place gambling advertisements in circumvention of the requirements of the law.
