On February 12, the Ministry of Defense dismissed Marat Utyushev, who headed the Center for Innovation and Development of Defense Technologies (CIROT) for three years and worked on the Delta military software for eight years. "No one gave me any explanations," Utyushev said about his dismissal. "This is the authority of Defense Minister Rustem Umerov. He decided so because he has the right."
“Utyushev did a tremendous job — he assembled the Delta team, built the Center, scaled the system,” said a source familiar with the Center’s work to Forbes Ukraine. He spoke anonymously due to the sensitivity of the issue.
In December 2015, Utyushev, together with members of the NGO "Aerorazvidka" Marat, organized military unit A2724, which became a technological unit, where the DELTA system was later created.
In 2021, military unit A2724 was disbanded. And against the backdrop of news of a possible invasion at the end of 2022, it was revived in a new structure — the Center for Innovation and Defense Technologies under the Ministry of Defense, headed by Utyushev.
Under his leadership, Delta grew into the most widely used software on the front. Thanks to Delta, the Armed Forces of Ukraine destroyed $15 billion worth of Russian equipment, Defense Minister Rustem Umerov reported in August 2024. Every month, Delta processes data on 600,000 enemy targets and plans more than 106,000 missions using UAVs, Umerov’s deputy Kateryna Chernogorenko reported.
"Utyushev defended the Delta project to the hilt for many years," said the source to Forbes Ukraine. "Each time he had to prove anew that he was worthy of this position and was doing important things."
“Perhaps they don’t have the same vision for Delta’s development,” one of the sources suggests. Although Churkin did not express any obvious dissatisfaction with Utyushev, another source says.
The center will continue its work under the temporary leadership of Lieutenant Colonel Artem Martynenko, who is the chief architect and head of the Delta combat management system,
“We have worked with Artem for 10 years, since he was a cadet,” says Utyushev. “As long as he is in office, nothing bad will happen to the Center.”
