Ukraine will unite over 30 social sector registries and databases into one system — the Rada adopted the law
Today, September 18, the Verkhovna Rada adopted a bill on the creation of a Unified Information System of the Social Sphere, which will unite state registers, databases, and social protection services.
Today, September 18, the Verkhovna Rada adopted a bill on the creation of a Unified Information System of the Social Sphere, which will unite state registers, databases, and social protection services.
The law establishes the legal and organizational principles for the functioning of the Unified Information System of the Social Sphere (UISS), which provides for: centralized collection, processing, storage and accounting of electronic data on all recipients of social support.
The system should also ensure data standardization, inter-registry interaction, as well as transparency and accessibility of social services.
Among the key changes:
unification of over thirty existing social sector registers and databases;
eliminating duplicate payments and data errors that often lead to unnecessary checks or undue delays;
creating a “social history” of each person, similar to a medical record, which will allow tracking all forms of social support provided;
increasing operational efficiency through automation of procedures.
The law also requires the use of the EISSS for local governments and state authorities when providing social services.
The format of data protection and access to information provides for a multi-level system of guarantees: only authorized entities will be able to exchange data, open data will be published in accordance with the Law "On Access to Public Information", and regulatory legal acts on the functioning of the EISSS must be brought into line with the published standards.
The law enters into force six months after its official publication; during this period, the government must bring its regulatory and legal acts into line with the law, as well as ensure technical and regulatory conditions for the full launch of the Unified Information System of the Social Sphere.
