This important decision was presented by the Heads of the Directorate-General for Enlargement and Eastern Neighbourhood Policy (DG ENEST), Marta Kos and Gert-Jan Koopman, at the second EU-Ukraine Investment Conference within the framework of ReBuild Ukraine 2025 in Warsaw.
UIF is the investment arm of the EU Ukraine Facility, implemented by international financial institutions. They launch credit, guarantee and investment instruments for Ukrainian companies.
According to the European Commission, the UIF budget has increased to €9.5 billion thanks to Norway's contribution (€127 million).
EU member states have approved €722 million worth of programs that should mobilize about €2 billion in investments into the Ukrainian economy.
The opening of the UIF creates an opportunity to attract investments in the production of technologies that underlie modern defense systems — from unmanned platforms and components to solutions in the field of communications, navigation, intelligence, and electronic warfare.
The integration of dual-use technologies into the UIF strengthens Ukraine's role in shaping the European security and industrial architecture. It expands the participation of Ukrainian high-tech companies in European production chains and strengthens common resilience to modern challenges.
The decision to open a UIF to support dual-use technologies in Ukraine was the result of joint work between the European Commission and the Ukrainian Government, the report says. It also notes that during the year, the BRDO team, as part of the Defence First initiative, has been advocating for the opening of European investment instruments.
