«This is in fact a RAG system: it works with verified information and helps you find the right service or answer,» he commented in an interview with dev.ua.
An interesting feature of the chatbot, according to Shymansky, is its good understanding of surzhyk, because not all users speak literary Ukrainian.
«With the added speech-to-text and text-to-speech, you can just talk to the bot. You can bombard it with questions even at 2 am. And, by the way, it understands Surzhyk. Because if you are creating a state service for people, it should understand not only Ukrainian, but also Ukrainian from life. Now we are thinking about what its call sign should be (suggestions are welcome),» shared the CDTO of the Ministry of Veterans Affairs.
He also added that such a tool was implemented, among other things, thanks to a partnership with Amazon and ElevenLabs.
«We have a fairly complex architecture, because the first thing we thought about was guardrails. Because this is a chatbot for the state portal, and it has no right to make a mistake. Any failure will be perceived as incorrect advice from the state,» said Szymansky.
As the Deputy Minister explained, there are several levels of verification of generated content to prevent erroneous answers.
«Several different models determine the intent at the input, after generation, the result is separately evaluated and, if necessary, the response is regenerated. It is very important that the final message to the user is validated,» summarized the CDTO of the Ministry of Veterans Affairs.
According to him, the next step will be an agent service based on a chatbot.
«Not just answering questions, but helping to do something: get some kind of certificate, create a request to a support specialist. But this is still in the plans,» announced Oleg Shymansky.
As dev.ua wrote, back in October last year, the Ministry of Veterans Affairs announced the launch of the digital portal «Veteran Pro» with information about all state services available to veterans.
