“Its task is to automatically provide citizens with answers to the most common legal queries and help them find relevant legal information faster,” Ryabukha emphasized.
The CDTO of the Ministry of Justice added that this project is being implemented jointly with the Global Government Technology Centre Kyiv (GGTC).
At the same time, Olga Ryabukha called for a distinction between the use of AI as a tool to increase productivity and the use of algorithms to make legally significant decisions.
“For us, this is an important example of how AI can make legal information more accessible and understandable to a person, without replacing a professional legal decision. At the same time, in the field of justice, we cannot build a model based on the principle of “the algorithm said, the state did.” The final legally significant decision must remain under human control, unless the law provides otherwise,” she stated.
According to her, the main question today is not "whether to use AI?", but where exactly its use provides real added value to the state and where the risk is unacceptable.
