To eliminate dependence on Starlink, Ukraine needs at least 200–250 of its own devices and billions of dollars in investments
This was stated by a cybersecurity expert and former head of the CERT-UA cyber threat response center, Konstantin Korsun. According to the specialist, the orbital altitude for stable communication should not exceed 500 km, as in Starlink. If the satellites are higher, the signal delay will increase and the connection quality will deteriorate. In addition to the devices themselves, it is necessary to build a network of ground stations for integration with the global Internet infrastructure.

"250 satellites is the bare minimum at which at least one satellite will be over Ukraine and the entire system will be continuous, 24/7," Korsun noted .
The expert emphasized the significant gap between the technological capabilities of the United States and other countries. Starlink currently has about 11,000 functional satellites in orbit. Its closest competitor, the European-British system OneWeb/Eutelsat, operates a constellation of 650-700 devices, which is 17 times less than the figures of Elon Musk’s company.
Comparing financial capabilities, Korsun drew attention to the fact that the UK’s space program is designed for $10 billion by 2030. At the same time, in Ukraine, less than UAH 470 million (over $11 million) was allocated for space technologies in 2025.
"American tycoons did not invest crazy billions of dollars and years of time for this reason — to make an "analogue" on the knee. The Americans wanted to get a world monopoly — and they got it," the expert emphasized, commenting on statements about the possibility of creating a Ukrainian alternative.
Similar attempts to develop their own systems in other countries have shown low efficiency. In particular, the Russian project "Rassvet" currently has only 36 conditionally operational satellites, some of which have not reached the desired altitude or have burned up in the atmosphere. This provides the Russian occupation forces with only about one hour of communication per day.

Британець створив інструмент для злому Starlink з деталями на $25. Чи виведе він термінал з ладу? WIRED
