These changes provide for the cancellation of the 72-hour period for rebooking military personnel working at critical enterprises, who have such status confirmed before the expiration of the decision of the relevant state body to determine them as critical, and whose reservation has not expired.
The decision will be in effect on a permanent basis from February 2, 2026.
However, until February 1, 2026, a temporary reservation period of up to 24 hours will be in effect for military personnel from companies that are receiving critical status for the first time, as well as those that are confirming their status.
"This is an important step to preserve the human resources potential of critical enterprises that make a significant contribution to the national economy by supporting the country's Defense Forces. After all, it was during these 72 hours that employees were not protected from mobilization," the Federation of Employers of Ukraine noted .
In addition, the document stipulates that the cancellation of the deferral of military service during mobilization for employees of enterprises, institutions, and organizations that are determined to be critically important is carried out without taking into account the deadline.
"That is, if an employee of an enterprise has a reservation, but the enterprise loses its status as a critical one, or another reason arises, the postponement can be canceled immediately, without waiting for the prescribed deadlines," explains People's Deputy Oleksandr Fedienko.
Also, according to the People's Deputy, the Ukrainian Red Cross Society and Ukrainian non-governmental organizations that implement humanitarian projects with funds from international partners are, for the first time, given the right to reserve their employees.
In addition, increasing the reservation limit by more than 50% is now possible only upon the recommendation of the Interagency Working Group. Previously, it was only by decision of the Ministry of Defense.
Another change is the ability to reserve employees of defense industry enterprises for a period of 45 calendar days - a period during which the employee eliminates violations of military registration rules.
"This innovation allows companies not to lose specialists during the settlement of formal procedures," the Ministry of Economy noted .
