"70-80% of all expert opinions are generated by artificial intelligence." Mykhailo Fedorov told how the Ministry of Digital Affairs uses AI

The Ministry of Digital Transformation of Ukraine is actively implementing artificial intelligence into its document flow, significantly accelerating the process of analyzing regulatory legal acts and forming expert opinions.

The Ministry of Digital Transformation of Ukraine is actively implementing artificial intelligence into its document flow, significantly accelerating the process of analyzing regulatory legal acts and forming expert opinions.

According to Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov, currently 70-80% of all expert opinions are generated by AI.

"We have implemented several models in document flow that automatically analyze each regulatory act, conduct a digital examination, and form a conclusion. This conclusion is then signed by an official and sent to other ministries," Fedorov noted during his speech at DOU Day 2025.

The minister also noted that the implementation of AI has significantly relieved the workload of lawyers, who now use dashboards to track regulatory acts and speed up responses to them. The ministry's goal is to achieve 100% of expert opinions issued within 72 hours.

The Ministry of Digital Affairs generates about 5,000-7,000 such conclusions annually. The main task of AI models is to identify points in the regulatory act that may hinder the digitalization of processes. The models were trained on large volumes of data, using high-quality and low-quality examples of digital expertise.

In addition, this quarter, the Ministry of Digital has an ambitious goal of creating the first regulatory act generated entirely by an AI model. This will allow the ministry to train AI to recognize which acts are truly revolutionary and contribute to digital transformation, and which, on the contrary, complicate processes.

This step emphasizes the Ministry of Digital Affairs' desire to become one of the top three countries in the implementation and dissemination of artificial intelligence in government agencies.

Recall that the Ministry of Digital Affairs, together with the telecom operator Kyivstar, is developing a Ukrainian large-scale language model , which will become the basis for AI solutions that should improve interaction between the state and citizens.
