Ukraine may change the rules for reserving employees of defense-industrial complex enterprises. This was announced by the executive director of the Ukrainian Council of Gunsmiths, Ihor Fedirko, who stated that the Ministry of Defense has received a draft resolution for approval with a proposal to set a reservation limit of no more than 85% for defense-industrial complex enterprises designated by the Ministry of Defense as critically important for the functioning of the economy.
According to Fedirko, the document is already undergoing interdepartmental approval. At the same time, as the author of the post claims, manufacturers will learn about the proposed changes from the received documents.
Weapons manufacturers vs.
Fedirko believes that the reservation restriction could create additional problems for Ukrainian arms manufacturers. The industry is expanding production, launching new developments and needs additional workers, including engineers, technologists, equipment operators, assembly, testing and repair specialists.
"So WHO should do this?" asks Fedirko, emphasizing that manufacturers already need new people, and the proposed norm will force them to choose who from the existing team to leave without reservation.
According to his assessment, employees of the defense-industrial complex make up no more than 10% of all personnel in Ukraine. He emphasizes that the provision of weapons and equipment to the Ukrainian army directly depends on the work of these specialists.
Among the goals of the industry’s development, Fedirko names increasing Ukrainian weapons production, localizing component manufacturing, and reducing dependence on foreign suppliers.
They propose to inspect specific enterprises
According to Fedirko, if the state detects abuse during reservations, it should check specific enterprises and the grounds for granting a deferral, rather than introducing a general restriction for manufacturers.
He also cites data from the Ministry of Defense, according to which 14% of enterprises undergoing criticality review did not confirm the relevant status. In his opinion, this indicates that the verification mechanism is already working.
Fedirko asked the Minister of Economy and Environment Oleksandr Kravchenko to explain on what calculations the proposed limit of 85% is based, whether its impact on the implementation of defense contracts was assessed, and who would be responsible for possible delays in deliveries if enterprises lose the necessary specialists.
"We will not support a reduction to 85%, 90% or 95%. The army needs weapons. It needs people to produce them," the author of the post concluded.
