The Ministry of Digital Affairs has launched Ukraine's first AI Center of Excellence, which will be a center for integrating AI solutions. What is known about the structure and what has already been done
The Ministry of Digital Affairs emphasized the goal set by the ministry, which is for Ukraine to enter the TOP-3 countries in the world by 2030 in terms of the level of integration of AI solutions. To achieve this goal, the first AI Center Excellence in Ukraine was launched in Kyiv today. What is known about the center and how it currently works?
The Ministry of Digital Affairs emphasized the goal set by the ministry, which is for Ukraine to enter the TOP-3 countries in the world by 2030 in terms of the level of integration of AI solutions. To achieve this goal, the first AI Center Excellence in Ukraine was launched in Kyiv today. What is known about the center and how it currently works?
Main functionality of the center
The AI Center of Excellence is planned to develop AI-based solutions, create new jobs and contribute to the economic growth of Ukraine. This was emphasized by the Ambassador Extraordinary and Plenipotentiary of the United Kingdom of Great Britain and Northern Ireland to Ukraine, Martin Harris, who participated in its launch.

The launch and vision of the center were presented by the Head of the Ministry of Digital Affairs, Mykhailo Fedorov, and his deputy for IT development, Oleksandr Bornyakov.
In particular , among the areas in which the Center will operate will be:
public administration: thanks to AI products, it will be possible to conduct digital expertise of regulatory legal acts, translate European legislation, and in the future even write NPA, which will speed up the work of the Ministry of Digital Affairs itself, and in the future, the entire government.
digital services, in particular, in the AI agent «Actions».
Education: The Mriya project, which will use artificial intelligence, is currently in beta testing. It is with the help of AI that individual educational trajectories for children in Mriya will be built.

Mykhailo Fedorov emphasized that today artificial intelligence is already actively used in the defense sector, in particular, to:
decode satellite images,
use a targeting system for drones and work under electronic warfare.
In addition, he added that a unique database of video data from the battlefield and enemy defeats is currently being collected. «We will be able to use all this to train models and identify targets on the battlefield,» the head of the Ministry of Digital Affairs added.
About the team and the manager
Mykhailo Fedorov recalled that during the IT-Arena, the Ministry of Digital Affairs first presented information about an open vacancy for the position of head of the AI Center Excellence and opened a competition. According to him, more than 100 specialists responded, and instead of one manager, two were found at once. They were the CEO of the center and CAIO of the Ministry of Digital Affairs Danylo Tsvok and CTO of AI Center Excellence and AICTO of the Ministry of Digital Affairs Dmytro Ovcharenko.

Danylo Tsvok has a background of about 10 years in innovation management (including 5 of them working with AI) and has had experience working in both the public and private sectors. Dmytro Ovcharenko is a professional architect.
Currently, the center’s team consists of only Dmytro and Danylo, but the leaders announced that the development team is currently being recruited. In particular, according to Dmytro Ovcharenko, the Center will have its own development team and it is planned to assemble an R&D team in the first quarter of 2025.
They are primarily looking for technical experts: Python and AI specialists, a separate direction will be Data Science. The CTO also added that the Center will customize work specifically in the direction of GenAI, LLM and Natural language processing (NLP). Another major direction will be Computer Vision, where specialists are also needed.

«We haven’t reached management yet, right now the focus is on technical specialists,» noted Dmytro Ovcharenko.
However, Danylo Tsvok emphasized that they are also looking to expand the team with non-technical specialties, in particular, for example, specialists in working with grants in terms of relations with international partners and fundraising. Among the specialists whose roles will also be open in the Center’s team will be Business Analyst, as well as HR and marketing.
About funds and organization
Oleksandr Bornyakov did not disclose the amount spent on launching the center.
«As for people, most of them will be financed by donors. Some people will be registered, perhaps, in the State Enterprise „Diya“ and in our other structures, because the developers may be there,» the deputy minister noted.

According to him, AI Center Excellence is not a separate legal entity and there are no plans to separate it. «We have the legal infrastructure to implement projects on our own,» he noted. In addition, Oleksandr Bornyakov noted that for the implementation of individual projects, it is possible to involve Ukrainian or international partners and contractors.
About plans
Mikhail Fedorov announced that the main goals of the AI Center Excellence are:
Develop an AI strategy and investment program in research and development of AI solutions.
Create the world’s best legal environment for the development of AI.
Achieve AI startup growth of at least 50% monthly.
Develop the status of the state where the largest number of AI developers and specialists work in Europe.
Implement AI solutions in other priority areas.
Conduct research and set goals for other priority areas.
«I believe that AI can become our competitive advantage in times of transformation,» noted Mykhailo Fedorov.
