«There have been many discussions about economic booking models. But to be honest, the issue of adopting this tool has already dragged on so much that business associations and entrepreneurs are ready for any model, just to have it adopted and work,» Yanchenko told Interfax-Ukraine.
She recalled that economic reservation was proposed to prevent the collapse of enterprises and, consequently, the collapse of the economy; it was proposed to allow business owners to reserve key employees at their own discretion under certain conditions.
Yanchenko also noted that they considered different models of economical booking under different conditions: «from an additional fee of UAH 20,000 for each key employee to an average salary for the enterprise of UAH 35,000 and more.»
«I regret that this issue (the adoption of the economic reservation model — IF-U) is still being discussed, not resolved. We must remember Winston Churchill’s famous saying: „The army wins battles, and the economy wins wars.“ We need a balance between the needs of the General Staff in mobilization and the needs of the entire country in preserving the economy. This balance must be taken into account,» the People’s Deputy emphasized.
There are currently three main concepts in the Committee.
Recall that earlier in the parliament, two models of economic reservation were considered. The first is that the amount of taxes from the salary of a conscript should be 35,000+ UAH. This should be enough to support one soldier. The second is a quota for reservation. Conditionally, if you have 10% of people who you can use, who it will be is decided by the leader. The minimum salary of a soldier is paid for them monthly, for example, now it is 20,000 UAH.
The Chairman of the Verkhovna Rada Committee on Economic Development, Dmytro Natalukha, announced a new bill on economic reservation, which will provide for the possibility of reserving employees for those enterprises that are unable to pay UAH 20,000 per employee.
Previously, the President’s Office rejected the idea of economic reservation due to the General Staff’s fears that «economic reservation» would not solve the problem of personnel shortages, that it would be perceived as an official payback for mobilization and would only cause a negative reaction in the army. Business has already reacted to the refusal.
At the same time, it is noted that the $5 billion expected to be received from economic reservation may be replaced by an increase in taxes. The authorities are also considering increasing the reservation period for employees to 1 year.
The Chairman of the Finance Committee of the Verkhovna Rada, Danylo Hetmantsev, stated that he did not have a clear answer regarding the introduction of economic reservation.
Iryna Friz, a People’s Deputy from the European Solidarity faction and a member of the Committee on National Security, Defense and Intelligence, also expressed her categorical opposition to economic reservations.
Most IT companies support cost-effective booking initiatives.
The head of the parliamentary committee on national security, defense and intelligence, People’s Deputy of the «Servant of the People» Oleksandr Zavitnevych, stated that, in his opinion, there will definitely be some form of economic reservation.
