Due to fear of criminal prosecution, Ukrainians declare only 5% of income from OnlyFans — EP

According to calculations by Economic Truth, based on the official response from the State Tax Service, Ukrainian OnlyFans authors declare only 5% of their real earnings.
In the period from 2020 to 2023, domestic OnlyFans authors declared UAH 648.4 million. Of this amount, UAH 396.2 million fell on 2020–2022 (UAH 76.3 million in taxes paid), and UAH 252.2 million fell on 2023 (UAH 48.1 million paid), the EP reports .
However, the real earnings of Ukrainians on the platform are many times higher than official reports. As previously found out by the EP, in 2020-2022 they received $121 million from OnlyFans, and in 2023 alone this figure increased to $131.75 million. In total, over four years, the total income of the Ukrainian segment exceeded $252 million.
The EP's calculations show a colossal amount of underpaid funds. If content creators paid personal income tax and military duty in full, the state budget would have been replenished by approximately UAH 953 million in 2023 alone. However, the actual revenues turned out to be almost 20 times smaller — a modest UAH 48.1 million.
Today, May 28, 2026, the Verkhovna Rada is going to submit for consideration a bill on the decriminalization of pornographic content. The adoption of this initiative will eliminate the threat of prison terms for OnlyFans authors and allow them to work and pay taxes legally. The document was registered at the end of 2024, but due to a lack of support, it waited a year and a half to be included in the parliamentary agenda.
