«As a customer who pays budget funds, we are interested in ensuring that the percentage of localization is as high as possible. For this purpose, at the end of last year, the Cabinet of Ministers of Ukraine adopted a resolution „Weapons of Victory“. It sets out clear requirements for manufacturers of Ukrainian weapons, in particular, certain types of bomber drones and reconnaissance drones,» said Hlib Kanevsky, Director of the Procurement Policy Department of the Ministry of Defense of Ukraine.
According to him, if more than 50% of drone components are localized, manufacturers can receive guaranteed long-term contracts from the state for 3, 5, or 10 years.
It is noted that full localization of drone production is currently impossible, as there are countries that specialize in the production of certain components. In addition, combat operations require constant changes to the design of UAVs: in fact, drones must be updated every three months. Therefore, a constant search for components to improve them is ongoing.
The Ministry of Defense also decided to allocate UAH 2.5 billion to military units every month. This will allow combat brigades to independently purchase unmanned aerial vehicles. They will also be able to purchase spare parts and components for the modernization and repair of UAVs according to the needs on the front line.
Our Deputy Minister for Strategic Industries of Ukraine, Anna Gvozdiar, spoke about the growth of localization of production of components for Ukrainian drones .
According to her, many new participants have appeared on the market, in particular with technical elements that improve the quality of products. From basic robots to 3D printer farms. «That is, everything can be created in Ukraine. And there are products that are made exclusively from domestic components,» says the deputy minister.
She noted that currently the average level of localization of unmanned systems is over 50% and continues to grow, and Ukrainian manufacturers are looking for solutions to replace Chinese drones.
