The AI consultant of the Ministry of Digital Affairs, who previously worked only in chat rooms and processed over 90% of requests, is getting a voice.
The AI consultant of the Ministry of Digital Affairs, who previously worked only in chat rooms and processed over 90% of requests, is getting a voice.
“The state is getting a voice. Together with ElevenLabs, we are implementing voice AI into our services,” said the Acting Minister of Digital Transformation of Ukraine, Oleksandr Bornyakov, during his speech at Forbes AI Day 2026, and also showed the first of the new AI consultants.
Voice AI will provide telephone consultations on the Ministry of Digital Affairs' hotline 24/7. In parallel, the Ministry of Digital Affairs is developing Diya.AI.
"The next step is to teach it to speak directly on the Diya portal. Instead of clicking and searching, you will simply communicate with the state using your voice," Bornyakov added.
Recall that the Acting Minister of Digital Transformation of Ukraine, Oleksandr Bornyakov, called the Ministry of Digital Affairs’ priority to build an Agentic State . This is a state that “anticipates the needs of citizens and offers solutions based on a single request.” The concept assumes that state services will be provided by AI agents, and the user will not have to fill out complex forms.
