Over 100 cases have been opened in Ukraine regarding accidents involving electric scooters, and a third of them involve teenagers. What are drivers most often prosecuted for?
Over the past year and a half, at least 132 court cases have been recorded in Ukraine regarding accidents involving electric scooters, with their drivers being the culprits in most cases. The regional leaders in the number of such accidents were Odesa, Lviv, and Vinnytsia regions.

This was reported by Opendatabot, using data from the analytical tool "Grandma" to search the court registry.
Over the past year and a half, Ukrainian courts have considered at least 132 cases of road accidents involving electric scooters. In the vast majority of cases — namely, 79% (104 cases) — the drivers of the electric scooters themselves were found guilty of the accidents. In particular, 66 scooter drivers were sentenced last year, and 38 this year.
Moreover, almost every third such court case concerns minors: teenagers appear in 38 incidents, which is 29% of the total number of materials reviewed.
The largest number of road accidents caused by electric scooter drivers were registered in the Odessa region - 11 in 2025 and 12 in the first five months of this year. Chernivtsi region became the only region where no such court cases have been recorded in the last 1.5 years.
Mostly, courts consider cases due to violations of traffic rules that led to an accident (Article 124 of the Code of Administrative Offenses) — 57 cases over the last 1.5 years.
Typical cases include collisions with cars, pedestrians, and hit-and-runs.
The second most common category is cases of driving under the influence of alcohol or drugs (Article 130 of the Code of Administrative Offenses) — 47 cases during the period under study.
If we look only at accidents caused by scooter riders, teenagers appeared in 24 cases - about a quarter of such proceedings. The largest number of such cases over the past 1.5 years was in Vinnytsia (4), Lviv (3) and Cherkasy (3) regions.
The size of fines in cases involving electric scooters varies significantly depending on the violation. For certain administrative offenses and cases involving parents of minors, courts impose a fine of UAH 850. For drunk driving, the fine is from UAH 17,000. Additionally, violators pay a court fee of about UAH 665 in 2026, and may also be required to compensate for losses to the owners of damaged property or victims.
Parliamentarians are preparing a law that would legalize electric scooters as road users and impose a number of restrictions on them. What will be regulated and will it be possible to ride on sidewalks?
