IT company EPAM worked on the updated website of the State Statistics Service of Ukraine stat.gov.ua and the AI assistant StatGPT. The company said that they were involved in various aspects: from strategic consulting on digitalization and restructuring of internal processes to the formation of new teams and the creation of technological infrastructure.

The State Statistics Service launched a public beta of the new version of the website in September 2023. The company ERAM worked on it together with the Ministry of Digital Transformation. In early November, the State Statistics Service website came out of beta and received new features and the StatGPT AI assistant.
Previously, the Minister of Digital Transformation of Ukraine, Mykhailo Fedorov, stated in an interview with Forbes that the Ministry of Digital Affairs plans to transform the State Statistics Service into an IT company . The project price was estimated at UAH 55 million.
"Thanks to the EPAM team, we have laid the foundation for tectonic changes in the technological process of producing official statistics and formed an irreversible vector of development. The new official statistics portal is not only a modern digital platform, but also the implementation of best global practices, including the use of artificial intelligence to simplify access to data," said Arsen Makarchuk, Head of the State Statistics Service of Ukraine.
The State Statistics Service website provides access to over 2,000 statistical indicators in about 100 data sets from various economic and social areas. It also offers interactive dashboards with filtering functions for creating your own samples, an application programming interface (API) for automatic data integration into external systems, and direct URL links to specific filters and tables.
The Sigma platform is hosted in a secure Microsoft Azure cloud infrastructure outside of Ukraine with a multi-layered data protection system in accordance with international security standards. The system fully complies with the international statistical data exchange standard SDMX (Statistical Data and Metadata eXchange), which is used by Eurostat, OECD, and the World Bank.
The StatGPT AI assistant is the first tool in Ukraine for working with official statistics through natural language queries. The assistant was created on the basis of the EPAM-developed DIAL open-source platform for implementing AI agents and applications. The StatGPT 2.0 version, integrated into the State Statistics Service portal, was demonstrated at the IMF Statistical Forum 2024.
EPAM said that a hybrid team of 10 to 70 company specialists worked on the digitalization of the State Statistics Service, depending on the implementation stage. The team included solution architects, developers, data engineers, machine learning specialists, cybersecurity specialists, UX/UI designers, and other experts.
In addition to software development, EPAM provided comprehensive training to the State Statistics Service team on project management, product approach, and data management. The collaboration resulted in the creation of a Statistical Data Processing Center with a team of data engineers, analysts, and machine learning specialists to further develop and support the platform.
