People’s deputy and Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy Yaroslav Zheleznyak announced this.

He added that he received an email from OpenAI as a paid OpenAl account holder. Zhelezniak added a screenshot of a message from Sam Altman’s company to his post.
«We would like to inform you about the introduction of value added tax (VAT) on your invoice, which will be implemented from January 1, 2025. You will need to update your OpenAl account to include a valid VAT ID number», — the ChatGPT developers said in a letter.
It is noted that according to the «Tax Law of Ukraine No. 1525-IX», if the user is registered as a VAT payer in Ukraine and has a valid VAT identification number, it must be specified in the «Tax Status and Identification Number» section of the OpenAl account.
If the user does not provide a VAT number by January 1, they will be charged and charged 20% VAT on the invoice.
UPD. OpenAl was registered on November 11, 2024, and the company has been a VAT payer since November 12. This was clarified by the Chairman of the Tax Committee of the Verkhovna Rada, Danylo Hetmantsev, in a comment to «Forbes Ukraine». According to him, OpenAl will report for the fourth quarter of 2024 already next year.
We will remind you that in June 2021, the President of Ukraine, Volodymyr Zelenskyi, signed a law according to which foreign Internet companies will pay 20% VAT in Ukraine. It covers companies like Google, Facebook, Viber and many others.
From January to June 2024, the budget of Ukraine received $69.5 million thanks to the so-called «Google tax». This is 32,6% more than companies paid for this period last year.
It was previously reported that Google taxpayers declared over UAH 3.1 billion in tax liabilities in the third quarter of this year, which is 7% more than in the previous quarter.
