The government has adopted a resolution that allows communities to officially maintain mobile communications during blackouts

The government has adopted a Resolution that creates a mechanism for cooperation between operators, local authorities, and utilities. Communities will help operators power local base stations in exchange for compensation.
This is stated in a statement from the Ministry of Digital Transformation.
«During large-scale power outages, mobile operators need to simultaneously service almost 35 thousand base stations across the country. Now communities will have the right to ensure stable communication together with operators», said the head of the Ministry of Digital Transformation, Mykhailo Fedorov.
The new mechanism allows communities to operate in three models:
power base stations from their own utility generators;
provide people to refuel and run operators' generators if the business lacks its own crews;
allow operators to place their own generators on utility sites without unnecessary bureaucracy and property transfers.
The Ministry of Digital Affairs emphasized that this is not the sale of electricity, but a network support service. Municipal enterprises do not need to obtain special licenses, and fuel can be taken from the material reserves of communities to power base stations.
«Communities will receive stable communication and compensation for fuel, repair, and maintenance costs. Operators will receive additional logistical support where it is most needed», Fedorov noted.
