Lawmaker Fedienko proposes outsourcing the issue of cyber defense from the state: "In five years, the parliament has not understood what cybersecurity is"
Yesterday, March 12, parliamentarians failed to vote on the creation and operation of a national system for responding to cyber incidents, attacks, and threats related to information, electronic communications, and information and communication systems ( draft law No. 11290 ). In particular, this applies to systems that process state information resources or information with limited access subject to protection under the law, as well as critical information infrastructure facilities.

In particular, this applies to systems that process state information resources or information with limited access subject to protection under the law, as well as critical information infrastructure facilities.
For this, they were harshly criticized by the People's Deputy from the "Servant of the People" party, Oleksandr Fedienko.
"Today, the parliament failed one of the bills not because of technical objections, but because of political and democratic issues. Semi-controlled chaos will continue in state structures while the private sector moves forward," the deputy concluded.
According to the People's Deputy, the lack of a legislative framework to ensure cybersecurity in the public sector creates chaos and hinders the effective protection of information systems.
According to him, cybersecurity issues are practically not regulated in the state ecosystem, and attempts by individual bodies to correct the situation remain spotty and ineffective. "There is no legislation, security policy is being changed through coercive measures, but there is no systemic approach," he emphasized during a discussion at the Kyiv International Cybersecurity Forum.
Fedienko also noted that the state is a "bad manager" in cybersecurity matters and should outsource a significant part of the relevant functions. At the same time, in his opinion, the private sector is already demonstrating a more systematic approach to building cyber defense.
He paid special attention to the lack of understanding of cybersecurity issues among parliamentarians. "For five years, the parliament has not understood what cybersecurity and cyber defense are. It is clearer to the deputies what land and water are, but when it comes to digital security, it is a dark forest for them," he said.
According to the deputy, modern warfare goes far beyond traditional combat operations and includes cyber operations that can affect the operation of drones and strategic systems. At the same time, the Verkhovna Rada has not yet adopted the Law on Amendments to Certain Laws of Ukraine on Information Protection and Cyber Defense of State Information Resources and Critical Information Infrastructure, which would create conditions for the development of this area.
