Currently, military scientists and specialists of technical units are working daily on innovations that contribute to the successful performance of combat missions, the website of the Ministry of Defense reports . However, unlike the civilian sphere, their intellectual property rights remain unprotected. To solve this problem, two draft laws No. 13110 and No. 13111 have been registered in the Verkhovna Rada, which provide for:
These changes will ensure fair remuneration for military inventors and simplify the process of introducing new technologies in the Armed Forces of Ukraine. The draft laws were developed jointly with the Intellectual Property Department of the Main Directorate of Military Justice, the Ukrainian National Office of Intellectual Property and Innovations, and the Institute of Lawmaking and Scientific and Legal Expertise of the National Academy of Sciences of Ukraine.
Deputy Defense Minister Valery Churkin emphasized that in wartime, the protection of intellectual property rights is a priority for the country's defense capability. The Ministry of Defense seeks to guarantee fair compensation to those who create a technological advantage on the front with their intelligence and talent, protect the rights to these developments, and ensure their scaling.
