To provide the Armed Forces of Ukraine with centralized ammunition, UAVs, and military equipment, the Defense Procurement Agency is improving interaction with the market and launching a new tool.
To ensure transparent and equal access to the procurement process, a single window for collecting proposals from manufacturers and suppliers will be launched on the Agency’s official website.
DPA has introduced a «single window» through which suppliers and manufacturers can participate in procurements using a simplified procedure. To do this, in the «Company Suppliers» section, those who want to offer their products for defense needs must go through a verification procedure — leave information about themselves.
«The introduction of a „single window“ simplifies access for manufacturers and suppliers to participate in procurement and speeds up the processing of proposals. This is one of the steps towards transparent and predictable interaction with the market,» said Arsen Zhumadilov, Director of the Defense Procurement Agency.
How it will work:
The supplier/manufacturer fills in basic information about themselves and their products on the website;
The AOZ conducts an inspection and makes a decision to include it in the register of verified suppliers or provide a reasoned refusal;
Verified suppliers will receive requests for proposals based on proven need;
These requests will contain information about the date and time of the procurement, as well as feedback on their results;
A contract will be concluded with the winner.
This approach is designed to ensure the confidentiality and protection of information about commercial offers, speed up their processing time, and ensure equal access to the procurement process for all market participants.

The government has simplified the procurement of drones and electronic warfare, giving more autonomy to military units. How will this work in practice?
