32-hour workweek, new tax system, and “almost communism.” OpenAI recommended that governments prepare for changes through the total implementation of AI. 5 key takeaways from the document
Recently, OpenAI published a rather voluminous visionary document, «Industrial Policy for the Intelligence Age: Ideas to Keep People First,» which is a kind of broad vision of the development of society in the AI era. That is, OpenAI is supposedly already preparing governments for the consequences of the total introduction of AI into all spheres of life — so that later no one can say that «we didn’t warn you.» The company’s position in this context is also quite peculiar, because, on the one hand, it itself, together with its colleagues, is creating these «consequences,» but at the same time it is thinking about what they will lead to.

It is worth noting that the document pays little attention to radical negative scenarios such as mass unemployment, but there are many «overly optimistic» visions of how to avoid them.
Almost like air. The right to AI is fundamental and basic
In its document, OpenAI calls on governments to take the «right to AI» as seriously as possible, so that everyone can access new technologies, regardless of their country of residence and wealth. The authors of the document compare this to how states used to ensure that the population’s literacy rate increased by teaching people to read and write. AI, as OpenAI says, is no less important than providing access to electricity and the Internet, and it must be widely available. «Support the education, infrastructure, connectivity, and training necessary to effectively use these systems, and ensure that workers, small businesses, schools, libraries, and low-income communities are not deprived of opportunities,» the company recommends to governments.
Complete change of the tax system
Among the future challenges that countries will face due to the dominance of AI in the economic sector, as predicted by OpenAI, will be changes to the tax system. The company emphasizes that it is necessary to think about such tax changes now in order to be able to continue to finance basic social programs.
«As AI transforms work and production, economic activity may also change significantly. As a result, there is a need to focus on taxation of corporate profits and capital gains, while reducing reliance on taxes on labor income and wages. This could erode the tax base that funds core social security programs, putting them at risk. Tax policies must adapt to ensure the sustainability of these systems,» the document states.
The company is calling on policymakers to rebalance the tax base so that the main revenues come from capital income and corporate profits, and to explore new approaches to the tax system related to automated labor. At the same time, OpenAI says, these reforms should be combined with incentives for workers that would encourage firms to retain jobs, retrain specialists, and invest in their development.
The 32-hour workweek and other «efficiency dividends»
OpenAI, in one of the sections of its document, also recommends that governments implement «long-term improvements» for people, which should be ensured by increasing work efficiency through artificial intelligence, and, as a result, freeing up time.
One of these improvements, according to the company, could soon be the introduction of a four-day or 32-hour work week without loss of pay.
«Convert these hours into a permanent reduced workweek and paid vacation, or both. Where appropriate, firms can also offer predictable bonuses tied to measured productivity gains so that the efficiency dividend manifests itself both in the form of long-term financial security and in the form of a „return“ of time to employees,» OpenAI published its recommendations.
Such long-term improvements for workers through reduced routine workloads and, as a result, reduced operating costs should include increased pension contributions, covering a greater share of healthcare costs, and subsidizing childcare and elderly care.

Among OpenAI’s other «far-reaching» recommendations is the creation of a Public Welfare Fund that «would ensure that every citizen, including those who do not invest in financial markets, has a share in the economic growth driven by artificial intelligence.»
According to the authors of the document, although the tax reforms they describe should allow for the continued financing of important government programs, the State Welfare Fund will help ensure that people are able to «directly benefit from the benefits of growth.»
As OpenAI notes, companies involved in artificial intelligence should address the issues of replenishing this fund and investing in diversified long-term assets that ensure the growth of both these companies themselves and a wider range of firms implementing AI.
«The Foundation’s revenues could be distributed directly to citizens, allowing more people to participate in the growth driven by artificial intelligence, regardless of their initial wealth or access to capital,» OpenAI offers a somewhat fantastical and «communist» vision of the future.
AI with «voting rights»
Among many other points in the document, OpenAI calls on companies and governments to give workers a «first say» in the implementation of AI. This is supposed to ensure that «AI improves work quality, increases safety, and promotes respect for labor rights.»
As noted, it is employees who have the deepest knowledge about how work is actually done and where AI can improve outcomes, so they will be the «key voices» in understanding how AI can be used in the workplace.
«Allow employees to prioritize the implementation of AI that improves work quality by eliminating dangerous, repetitive, administrative, or tedious tasks so that employees can focus on higher-value work. At the same time, set clear limits on harmful uses of AI that can undermine work quality by increasing workload, reducing autonomy, or undermining fair scheduling and compensation,» OpenAI urged.
