«I am a conscientious taxpayer and an OnlyFans model, I produce erotic content. Over five years, I have paid over 40 million hryvnias in taxes to the state. Forty million is a hundred pickup trucks or two thousand FPV drones for the Armed Forces of Ukraine. Forty million is hundreds of Russians killed on the front», — Dvornikova notes in her appeal.
She claims that a criminal case was opened against her under Article 301 of the Criminal Code of Ukraine (import, production, sale, and distribution of pornographic materials), but law enforcement officers allegedly hinted to her that «for a certain amount, the case could disappear».
Svitlana Dvornikova called on President Volodymyr Zelensky to publicly support draft law No. 12191 and facilitate its early submission to the Verkhovna Rada. This draft law proposes amendments to Article 301 of the Criminal Code, which prosecutes authors of adult content on Onlyfans and other platforms. In December 2024, it was supported by the Verkhovna Rada’s Law Enforcement Committee.
«Tell me, why is the state prosecuting for an activity in which there are no victims? My work is a voluntary exchange between adults who know what they want. All participants are adults, everyone acts of their own free will. Where is the crime here? Who is the victim? Why is Article 301 actually a machine for making bribes?», — writes the author of the petition.
In December last year, the Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, Danylo Getmantsev, stated that 350 Onlyfans models in Ukraine have already filed tax returns and paid UAH 59.0 million in personal income tax and military duty. He called the conviction and criminal prosecution of adult content creators a «festival of hypocrisy.»
Hetmantsev also supported Svitlana Dvornikova’s petition and urged people to sign it.
«I am for decriminalization. The state cannot take money from content creators in taxes with one hand, and with the other launch a campaign to persecute those same payers. I will not say anything about „control purchases“ at all,» the People’s Deputy commented on the appeal.
MP Dmytro Hurin also supported the petition to decriminalize erotic content. According to him, bill No. 12191 «got stuck because someone told the President that it was «not timely.»

It’s not the time for fines of tens of thousands of hryvnias for sending an intimate photo to a best man in Telegram. 25 thousand votes on the petition will give us leverage to push this bill through the Verkhovna Rada», — Hurin wrote on X (Twitter).
The petition «Decriminalize the production of adult content so that law enforcement can deal with real crimes, not make controlled purchases of intimate photos» has currently collected 2,650 signatures. There are 89 days left until the collection ends.
