The Verkhovna Rada has adopted a bill that provides for the abolition of a tax exemption for parcels from abroad worth up to €150. Now even the cheapest purchases on foreign marketplaces will be subject to VAT at a rate of 20%.
This is stated in the bill card No. 16051-1 on the parliament's website.
Ukrainians can now order goods from abroad for up to €150 without paying VAT. Under the new rules, tax will be charged regardless of the purchase price. Therefore, marketplaces like AliExpress, Temu, or Amazon will include tax in the price of goods.
An exception was made for non-commercial parcels worth up to €45. For example, if one person sends another a gift for personal use free of charge, VAT does not need to be paid.
The new rules should come into effect no earlier than July 2027. For their implementation, parliament also needs to finally approve amendments to the Customs Code.
