None of the entities that PlayCity punished with a multi-million-dollar fine for allegedly advertising gambling have paid the fine — "Opendatabot"

As Opendatabot reports, in early January, the Unified Register of Debtors (URD) filed the first cases regarding unpaid fines from PlayCity for illegal casino advertising. Two for UAH 4.8 million and UAH 24,000 for blogger Karina Kuchmenko (Simbochka) .

Also, the ERB posted records regarding the collection of fines against bloggers Diana Levonivna Movsesyan (Rusalochka) and Maksym Andriyovych Lavrynenko (Telegram channel «Trukha»).
However, in both cases, the opening of proceedings was refused. Upon request from Opendatabot, PlayCity explained that there were procedural reasons for this, in particular, due to formal requirements for documents and the opening of legal proceedings to appeal the relevant decisions.
So far, none of the fines imposed have been paid voluntarily. PlayCity noted that according to the law, violators have three places to make voluntary payments. For some of them, this period has not expired.
Currently, 7 bloggers and the Telegram channel «Trukha» are challenging the PlayCity decision in court. Administrative proceedings have been opened for most of the claims, and the cases are at the stage of judicial review. However, no court decision has been made yet.
«We are consistently developing a practice of holding people accountable for illegal gambling advertising and will continue to respond to all identified violations within the scope of our powers. We are convinced of the legality of the sanctions applied and expect to defend our position in court,» commented Gennady Novikov, the head of PlayCity.
As a reminder, dev.ua received a fine of UAH 4.8 million from PlayCity in August 2025 for publishing an event announcement about the fight between Oleksandr Usyk and Daniel Dubois, where the GGBET brand was mentioned only as a sponsor (without links, calls to play, etc.). We are currently appealing this decision in court.

Casinos are returning to the media: now even a blogger can officially advertise gambling. Moreover, casinos themselves are becoming official media outlets.
