We will remind you that on July 22, the Verkhovna Rada registered a bill on «prohibition of the use and distribution of hostile software products and hostile information tools». Later, it became known that the Cabinet of Ministers was preparing a resolution on the formation of an open list of such software.
The IT Ukraine Association stated that they support Bill No. 13505 because it will strengthen cybersecurity and promote the development of Ukrainian technologies.
The Association’s statement states that it is a key element in strengthening Ukraine’s digital independence and will allow:
ensure a complete rejection of the procurement, support, and use of «hostile» and disguised software, in particular in the public sector, security and defense sector entities, and owners and operators of critical infrastructure;
define clear criteria for hostile software and a transparent procedure for forming its list;
implement sanctions and gradually phase out hostile software by 2030.
The IT Ukraine Association indicates that more than 40 Russian software products have been actively used by Ukrainians since 2014. And since the beginning of the full-scale invasion, more than UAH 1.2 billion has been spent on Russian software.
In a comment to the DOU publication, representatives of the Association said that among the hostile software there are products whose «Russian origin is well known and proven».
«The programs 1 °C/BAS, Bitrix, AmoCRM, iiko, Tilda, Jivosite, DrWeb, Kaspersky were created in Russia, promoted as Russian and actively used in Ukraine before the start of the full-scale invasion, and some are still used», — the IT Ukraine Association noted.
In addition, some companies are more difficult to establish a connection with Russia due to offshore registrations, changes in ownership, or hidden ownership structures.
The Association also reported that the Telegram messenger, founded by Russian Pavel Durov, will not fall under the bill banning Russian software. Telegram is classified as an information resource, and bill No. 13505 restricts the use of software or equipment.
The Cabinet is preparing a resolution on maintaining a list of prohibited software and network equipment. This initiative is being considered separately from the draft law from the People’s Deputies
