Parliamentarians are preparing a law that would legalize electric scooters as road users and impose a number of restrictions on them. What will be regulated and will it be possible to ride on sidewalks?

This step was a response to the growing number of road accidents and the need to restore order in city traffic, writes Forbes, citing one of the authors of the bill, People’s Deputy Oleksandr Gorenyuk.
The bill establishes strict rules for the use of electric vehicles, dividing participants by age:
User age
Allowed traffic areas
Priority
Up to 7 years
Walking on sidewalks only under adult supervision
Pedestrians
7-14 years old
Sidewalks, bike paths, yard areas, parks, squares
Pedestrians
Over 14 years old
Exclusively cycle paths, and in their absence — the edge of the roadway
Traffic on the sidewalk is prohibited.
The authors of the law emphasize that electric scooters and other light electric vehicles become full-fledged participants in road traffic, but on sidewalks, priority always remains with pedestrians. Compared to the first reading, strict speed regulations have been removed from the bill.
According to People’s Deputy Oleksandr Gorenyuk, the speed limit will be determined by bylaws, not the law itself. In addition, local governments will have the right to define no-go zones for electric vehicles. For this purpose, a special sign «No electric scooters» will appear in the Road Traffic Rules.
The law will enter into force three months after publication.
For example, Ivano-Frankivsk is already introducing strict restrictions: from mid-October, electric vehicles will be banned from entering the city center. Scooters for rent there have already been reprogrammed to technically make it impossible to travel in prohibited areas. The reason was a serious incident in September, when a 6-year-old child was hospitalized after being hit by a scooter.
