A month ago, the Financial Times published an article about how Russia has turned Kherson into a drone hunting ground for civilians. Drones, sometimes in swarms, hover over houses, enter buildings and chase people in their cars, bicycles or simply on foot.

The article omitted many problems of a frontline city related to drones, but almost did not discuss their solutions. Therefore, we contacted the Deputy Head of the Kherson Regional State Administration for Digital Development, Digital Transformations and Digitalization (SDTO) Mykhailo Lemak and talked about what solutions our military has in confronting the enemy and how technology is strengthening them.

A month ago, the Financial Times published an article about how Russia has turned Kherson into a drone hunting ground for civilians. Drones, sometimes in swarms, hover over houses, enter buildings and chase people in their cars, bicycles or simply on foot.

The article omitted many problems of a frontline city related to drones, but almost did not discuss their solutions. Therefore, we contacted the Deputy Head of the Kherson Regional State Administration for Digital Development, Digital Transformations and Digitalization (SDTO) Mykhailo Lemak and talked about what solutions our military has in confronting the enemy and how technology is strengthening them.

How our military works in Kherson

— What electronic warfare solutions are used in Kherson to counter Russian drones from the left bank?

— Unfortunately, for security reasons, I cannot disclose details about specific solutions. But I can note that in 2024, to strengthen protection, our military received almost 380 units of electronic warfare equipment. These are modern electronic warfare systems of both dome and directional action, capable of operating at different frequencies and with different ranges.

The total cost of this equipment is about 85 million UAH.

These funds were purchased thanks to the joint efforts of the communities of the Kherson region and philanthropists.

— Are our military drones being launched towards the enemy on the left bank as a countermeasure, and in what quantities?

— Yes, the struggle continues every day. Our Defenders are actively using drones to carry out combat missions. Thanks to these means, enemy personnel, their equipment, and other military facilities on the temporarily occupied left bank are successfully destroyed. Details on the number of launches or operations are confidential information, but I can assure you that our military is working as efficiently as possible.

— How can the safety of Kherson residents be improved in such a situation?

— In the current conditions, the best option for ensuring safety is evacuation, especially for those living near the Dnipro River, where Russian shelling is most intense. We are ready to help everyone: we organize departure and facilitate settlement in a new place.

Number of residents of Kherson region

As of March 2024, approximately 156,000 residents remained in the Kherson region, and about 68,000 of this number in Kherson. This is approximately a third of the number that was before the full-scale war in the region. The city's residents themselves say that out of 330,000, approximately 50,000 people remained in Kherson.

How technology can help in the fight against the enemy

— What challenges in the digitalization of the frontline region are you facing today?

Key challenges:

— Damaged infrastructure: many communication facilities and Internet networks were destroyed during the occupation, and some are destroyed daily by the enemy during shelling (in 2024 alone, about 224,000 enemy shells landed in the deoccupied part of the Kherson region).

— Security risks: active hostilities complicate the work of specialists, especially in coastal areas.

Due to the security factor, we experience a huge shortage of qualified specialists who could engage in the digital development of the region and individual communities.

Despite this, we are systematically working to overcome these challenges. In particular, we involve leading specialists from Ukrainian IT companies and the Ministry of Digital Transformation in the implementation of most projects, as well as financial support from international partners.

— What does the situation in the Kherson region and Kherson look like now from the point of view of CDTO?

— One of my key priorities as CDTO is to restore stable mobile and Internet connectivity, even in the absence of power supply.

Currently, there are 11 settlements in the deoccupied part of the region where it is impossible to restore mobile communications, but thanks to Starlink satellite communication systems, residents and emergency services have access to the Internet.

We are also actively developing a network of administrative service centers (ASCs). There are many elderly people and people with disabilities in the region, so we launched 9 mobile ASCs and restored 100% of ASCs that were operating before the full-scale invasion. Every resident of the region should have equal access to administrative services.

And of course, this is cyber protection of the region's information and communication systems. The enemy attacks us in all possible ways, including systematically carrying out cyber attacks. Our specialists, together with colleagues from the State Special Communications Service and the Security Service of Ukraine, work daily on data protection.

— What solutions at the intersection of the military and digital spheres can help solve the problem?

— The integration of digital technologies into the military sphere has already shown its effectiveness on the battlefield. In my opinion, the priority areas are:

— Robotic systems for conducting combat and evacuating personnel (including through water areas).

— Improvement of electronic warfare and reconnaissance systems.

— Secure communication, including alternatives in case of Starlink outages.

— Innovative technologies for demining territories, because Ukraine is one of the most contaminated regions in the world with explosive elements.

These technologies are critically important not only for the successful completion of combat missions, but also for the restoration of the economy of front-line regions.
