The Verkhovna Rada is preparing a bill to significantly increase liability for speeding. The document, developed jointly with the Ministry of Internal Affairs and the National Police, provides not only for an increase in fines, but also a new system of gradation of punishments depending on how much the driver exceeded the speed limit.

Currently, the Code of Ukraine on Administrative Offenses provides for only two types of fines for speeding:
However, the draft law «On Amendments to the Code of Ukraine on Administrative Offenses to Strengthen Responsibility for Actions That Lead to Injuries and Deaths on the Roads» proposes to make the system more detailed.
In particular, it is proposed to establish the following fines:

| over 40 km/h | 2040 UAH |
| over 60 km/h | 2720 UAH |
| over 80 km/h | 3400 UAH |
| five or more speeding violations within a year | 17,000 UAH |
Thus, the minimum fine for speeding may double — from 340 to 680 UAH. At the same time, drivers who systematically violate traffic rules will be subject to separate liability — a fine of 17,000 UAH.
The initiators of the bill explain the need for changes by the high level of accidents on the roads. Speeding remains one of the main causes of road accidents with fatalities and injuries.
If the document is registered and supported by parliament, Ukraine will actually move to the model that operates in many European countries: the greater the speeding, the more severe the punishment.
So far, the draft law is in the preparation stage and has not yet been registered in the Verkhovna Rada.
