Back in 2018, the Ministry of Social Policy, represented by the Deputy Minister, concluded an agreement with a consortium of four companies to develop software for «E-social.» This is a system that was supposed to unite all information about social payments, benefits, privileges, and subsidies.
UAH 23.7 million was paid for the development of the software. But then it turned out that the program was not completed and did not meet the requirements of current legislation. The software was never used. In 2021, the contract was terminated.
«Later in 2024, the conclusion of the State Audit Service established that the Ministry of Social Policy, represented by the Deputy Minister, concluded a contract for the development of this program with violations, given which, the Consortium’s proposal should have been rejected from the beginning,» the Kyiv City Prosecutor’s Office reported.
It should be noted that these spent UAH 23.7 million were allocated by the World Bank as part of the project «Modernization of the Social Support System for the Population of Ukraine». The Ukrainian government must return them with interest.
The former official was informed of the suspicion in November 2025. The indictment has now been sent to court.
