The government has approved a strategy for digital innovation development until 2030. What does WINWIN 2030 entail?

The state policy in the field of digital development of innovative activity was approved in the WINWIN strategy until 2030. What does the strategy provide for?

The Head of the Ministry of Digital Affairs, Mykhailo Fedorov, called WINWIN a comprehensive vision and concrete steps to strengthen the innovation ecosystem in Ukraine, as stated in the press release.

The document identified key areas of development for the country that are planned to be prioritized, in particular:

  • DefenseTech (defense technologies) — unmanned (robotic) weapons systems, biological and genetic engineering technologies, artificial intelligence and machine learning in the defense sector, modern electronics and advanced materials, sensors and data acquisition systems, energy systems, space technologies for defense, development of innovative cyber defense systems;
  • MedTech (medical technology) — medical devices, in particular, bionic/innovative prostheses, skin regeneration solutions, technologies for improving mental health, as well as the use of artificial intelligence in healthcare, digital health, in particular mobile applications for health monitoring, in vitro diagnostics;
  • EdTech (educational technologies) — simplifying the licensing system for edtech businesses and IT schools, establishing criteria for evaluating and accrediting non-formal education courses, promoting the protection of intellectual property rights for educational products, ensuring access for edtech businesses to innovative clusters, as well as innovative solutions for formal and non-formal education (including personalization of educational trajectories), forming an innovative educational environment through the support of technological solutions for lifelong learning, platforms for retraining and advanced training using AI;
  • AgriTech (agricultural technologies) — restoration of degraded lands, automated harvesting systems, processing of agricultural raw materials using technologies, phytoremediation;
  • AI (artificial intelligence) — development of Ukrainian-language AI, data-based decision-making support systems, implementation in priority industries;
  • BioTech (biological technologies) — development of biotechnology for sustainable agriculture, biotechnology for quality of life;
  • GreenTech (green technologies) — decarbonization of energy, green energy transition, implementation of energy storage facilities, microgrids and smart grids, green metallurgy projects, bioenergy and biomethane production, technologies for industrial energy efficiency;
  • XR (immersive technologies) — digitalization of government decisions, industrial digital twins, digital twins of cities (Smart Cities), digital twins for the defense sector, personalized digital twins, digital twins in construction and infrastructure;
  • AUV (unmanned technologies and autonomous systems) — development of unmanned technologies for agriculture, unmanned trucks and marine vessels, unmanned defense technologies, autonomous test hub, R&D hub for autonomous technologies, production of cars or spare parts;
  • Semiconductors — microelectronics, development of production capacities, integration into global supply and value chains that are in a state of reconfiguration;
  • Secure Cyberspace (security of digital space) — strengthening public-private partnerships — cooperation to counter cyber threats, opening the market for cyber defense service providers and state support for the export of cyber solutions, strengthening the country’s cyber defense infrastructure/ecosystem, cyber risk insurance, talent development;
  • SpaceTech (space technologies) — development of small satellites Integration of space technologies into digital infrastructure, production of space equipment, participation in international space programs, development of ground infrastructure,
  • GovTech (government technology) — digital government services, process automation, data analysis systems, decision-making tools;
  • Fluid economy — creating a favorable regulatory environment for business and citizens, developing digital infrastructure, global integration and attracting investment, supporting the export of digital products and services, education for the future (AI-ready).

Thanks to WINWIN 2030, it is planned to strengthen the fundamental areas:

  • Opening markets for priority industries.
  • Development and support of innovation infrastructure.
  • Deregulation of innovation activity.
  • Access to financing.
  • Human capital development.
  • Effective management of state institutions in the field of innovation.
  • Intellectual property protection.
  • Development of knowledge-intensive innovations.
  • Creating inclusive innovations.
  • International cooperation.
  • Creation of WINWIN CoE (Centres of Excellence) for each of the priority sectors (list below).

The Minister of Education and Science of Ukraine, Oksen Lisovyi, emphasized the importance of innovative solutions not being specific, focused only on education, but also covering other areas, primarily the economy and defense. «To do this, there must be a systematic approach in our policies at the state level,» he added.

About WINWIN by 2030

The Digital Innovation Development Strategy until 2030 was created at the initiative of the Ministry of Digital Transformation of Ukraine in cooperation with the Ministry of Education and Science of Ukraine and the Office of Effective Regulation BRDO, with the support of the USAID Project «Cybersecurity of Critical Infrastructure of Ukraine». Sectoral strategies are structured with the support of the Good Governance Fund project «Innovation Ecosystem», funded by UK International Development.
