The National Police did not disclose the amount of money that law enforcement officers spent on "control purchases" from OnlyFans porn models. What did the police respond to our request?
The National Police refused to disclose data on the number of its employees involved in the fight against pornographic content on the OnlyFans website and numerous studios where webcam models work, as well as to provide information on the amount of money spent on so-called «control purchases» in the investigation of these cases.

The National Police, as well as the Cyber Police Department, in response to dev.ua’s requests, provided only quotes from legislation indicating that this information may be official or even constitute a state secret.

As for «controlled purchases,» the National Police cited the provisions of Article 271 of the Criminal Procedure Code of Ukraine, according to which «control over the commission of a crime may be carried out in cases where there are sufficient grounds to believe that a serious or especially serious crime is being prepared or committed.»
«Therefore, the restriction on access to the requested information obviously has a legitimate purpose, namely the prevention of criminal offenses. Moreover, Part 1 of Article 222 of the Criminal Procedure Code of Ukraine establishes a clear prohibition on the disclosure of information from a pre-trial investigation without the written permission of the investigator or prosecutor,» the law enforcement agencies noted.
In its request, dev.ua asked to provide information on the staffing levels of units whose purpose, among other things, is to combat pornographic content, as well as how many times during 2024, bodies within the structure of the Ministry of Internal Affairs, in particular the National Police and the Cyber Police Department, conducted so-called control purchases in the investigation of cases of the distribution of pornographic content.
We also asked what amount of funds was used for such control purchases and asked to provide similar data for 2022 and 2023.
As dev.ua previously reported, the investigating judge of the Shevchenkivskyi District Court of Kyiv granted a group of BEB detectives temporary access to information «about all citizens of Ukraine and other persons residing in the territory of Ukraine who have registered profiles (created accounts) on the OnlyFans platform.»
At the same time, according to the Office of Effective Regulation (BRDO), which launched the Pornobarometer project, in the first three quarters of 2024, 1,104 indictments in this category of cases were received by the courts, which is 75% more than in the same period last year.
