The Rada registered a draft of the new Labor Code: what do they want to change?

The draft law, registered by the Cabinet of Ministers in the Verkhovna Rada, aims to bring Ukrainian legislation closer to European standards. A written employment contract will become a mandatory norm, with a clear definition of the rights, obligations and guarantees of the employee. New types of contracts are also being introduced: seasonal, short-term and student contracts.

The Rada registered a draft of the new Labor Code: what do they want to change?

The draft law, registered by the Cabinet of Ministers in the Verkhovna Rada, aims to bring Ukrainian legislation closer to European standards. A written employment contract will become a mandatory norm, with a clear definition of the rights, obligations and guarantees of the employee. New types of contracts are also being introduced: seasonal, short-term and student contracts.

This was reported by People’s Deputy of Ukraine Iryna Borzova.

«A draft of the new Labor Code has been registered in the Verkhovna Rada, because the current Code of Labor Laws was adopted back in Soviet times and has long ceased to correspond to modern realities. The main goal of the new Labor Code is to de-Sovietize labor legislation and make it humane, modern, and fair,» the People’s Deputy wrote about the draft law on the new Labor Code of Ukraine No. 14386.

Here’s what might change:

  • the employment agreement will be concluded in writing and will directly determine: the scope of work, schedule, pay, vacation, social guarantees and conditions for terminating the contract;
  • remote work, work from home, flexible schedule — not «by agreement», but with full legal protection and preservation of labor rights;
  • Leave and childcare conditions will be updated, equal rights of mothers and fathers will be guaranteed without discrimination and loss of seniority;
  • introduce a modern European occupational safety system — with an emphasis on risk prevention, rather than responding after accidents;
  • They will simplify hiring procedures and introduce different types of employment contracts — seasonal, short-term, and apprenticeship — so that people work legally, not «in the shadows.»

The parliamentary consideration in the first reading is the start of the procedure for consideration and further refinement of the draft between readings, the Ministry of Economy explained. The Ministry also noted that it is ready for professional discussions with people’s deputies, social partners, business and the expert community within the framework of the parliamentary procedure.
