A new pet registration service is being launched in Kyiv at Administrative Service Centers. This was reported by the Kyiv City State Administration with reference to the municipal enterprise "Kyiv City Hospital of Veterinary Medicine".
"Currently, registration is mandatory for all dogs, and for cats - at the owner's request. First of all, this is a safety issue, because in the event of an animal escaping, the presence of registration data significantly increases the chances of its prompt return home. At the same time, up-to-date information on the number of pets in the city will allow for more effective planning of the development of city infrastructure and will contribute to compliance with veterinary and sanitary standards," said Serhiy Saburov, director of the Kyiv City Hospital of Veterinary Medicine.
After registration, the animal is assigned a unique number, and the owner receives a registration certificate confirming ownership of the pet. The service will be available from May 12, 2025.
The ASC website indicates that the service costs 210 UAH.
The service description also states that a paper photo of the animal will be required for registration.
Result of the service: registration of a pet in the information system "Pet Register" and issuance of a registration certificate and individual license plate ( token ).
The hospital management also reminds that keeping unregistered dogs entails administrative liability in accordance with Article 154 of the Code of Administrative Offenses. Violations entail a fine for citizens of three to five tax-free minimum incomes with confiscation of animals, and for officials - from four to seven tax-free minimum incomes.
In November last year, the Unified State Register of Pets was launched in Ukraine, which will operate on the "Diya.Engine" platform, where data on cats, dogs, and ferrets will be stored. This is a step in harmonizing Ukrainian legislation with European requirements for animal welfare.
