The Ministry of Agrarian Policy has launched the "єКоноплі" system for the development of the relevant industry. How the electronic service works

Starting today, the Ministry of Agrarian Policy and Food of Ukraine is launching the electronic system «єКоноплі».

«Hemp is a high-margin niche crop that has broad opportunities for processing,» said the Minister of Agrarian Policy and Food of Ukraine, Vitaliy Koval, presenting the new system.

According to him, the new «єКоноплі» service will contribute to the development of this industry, improving state agricultural policy, restoring Ukraine’s leadership in the cultivation of industrial hemp, and reducing possible corruption risks and risks of abuse.

The system will be useful to legal entities engaged in the sowing, cultivation, and processing of hemp for industrial purposes.

Several modules will be available in «єКоноплі», including:

Module for registering business entities in the industrial hemp sector.
Land registration and management module.
Sowing and harvesting module.
Laboratory research module.
Extracts and reporting module.
Interactive map.

The «єКоноплі» system integrates with state registers and systems, in particular:

The Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations (hereinafter referred to as the Unified State Register);
The State Register of Real Property Rights (hereinafter referred to as the State Register of Real Property Rights);
The State Land Cadastre (hereinafter referred to as the State Land Cadastre);
Information and communication system «eRoslinnytsvo» (State Register of plant varieties suitable for distribution in Ukraine;
Register of certificates for seeds and/or planting material).

To register in the registry you must:

Prepare only the CEP.
Submit an application through the electronic account of the «єКоноплі» system.

Previously, obtaining a license for the production of industrial hemp took up to 3 months. Now, in accordance with the order of the Ministry of Agrarian Policy dated August 16, 2024 No. 2692 «On Approval of the Procedure for Maintaining the Register of Legal Entities Engaged in the Sowing, Cultivation and Processing of Hemp for Industrial Purposes», to cultivate hemp for industrial purposes, it is sufficient to register in the Register of Legal Entities Engaged in the Sowing, Cultivation and Processing of Hemp for Industrial Purposes and there is no need to obtain licenses and quotas.

The «єКоноплі» system was implemented by the Ministry of Agrarian Policy and Food of Ukraine in partnership with the Ministry of Digital Transformation of Ukraine within the framework of the EGAP Program, implemented by the Eastern Europe Foundation with the support of the Swiss government. The European Union project «Institutional and Policy Reform of Small-Scale Agriculture in Ukraine» (IPRSA) also joined the program.

The registry was created on the basis of Diya.Engine, a platform launched by the Ministry of Digital Transformation.
