In 2022, sole proprietors made up 87% of all IT workers, and now they make up 49%. Over the past year, their share has decreased by 8 percentage points. The larger the company, the smaller the share of sole proprietors. For example, in companies with more than 1,000 specialists, only 29% of them work as sole proprietors,according to the DOU study.
Instead, over the year, the share of those registered under a gig contract or Employment Action increased by 2 percentage points and those registered under the Labor Code by 5 percentage points.
"The prevalence of the KZPP can be partly explained by the fact that there are more representatives of non-IT companies in the sample, as well as DefTech (among the latter, half work under the KZPP). However, IT companies of all types and sizes have become more active in registering specialists on staff over the past year. This is likely due to the ability to reserve specialists: 44% of all reserved IT workers are registered under the KZPP, another 24% under the Employment Act," the DOU explains.
