«Next week, the Verkhovna Rada will consider in the first reading a bill on the legalization of the crypto-asset market. Finally,» Hetmantsev wrote in his Telegram.
In February 2025, Danylo Hetmantsev said that the first reading of the bill on the legalization of cryptocurrency should take place in the first quarter of this year, and the second — immediately after the first vote in the Rada. At the same time, he added that there will be no preferential taxation for cryptocurrencies.
On April 24, the Rada’s specialized financial committee unanimously supported the bill, and its chairman declared that the document was ready to be submitted to the floor and was a priority. However, in early May , the bill was suddenly removed from the agenda without explanation .
Founder and CEO of the crypto wallet Trustee Plus, Vadym Grusha, reacted negatively to the decision of parliamentarians to postpone consideration of the long-awaited bill on the legalization of virtual assets and taxation of cryptocurrencies. Subsequently, Trustee Plus stopped registering new users from Ukraine.
Previously, Hetmantsev noted that the draft law on the legalization of crypto is «very complex»; it was considered in the committee even before its registration: consultations were held not only with state authorities, but also with representatives of the crypto market and experts from the International Monetary Fund.
The chairman of the financial committee also said that three state bodies are competing for the right to be the state regulator in the cryptocurrency market — the National Securities and Stock Market Commission, the National Bank, and the Ministry of Digital Transformation.
Previously, the First Deputy Head of the NBU, Kateryna Rozhkova, assured that the Ministry of Digital Affairs cannot be such a regulator, because the IMF is against it.
