«Friends, very interesting figures that demonstrate positive changes in the provider market in 2024,» said Getmantsev.
He reported that Internet service providers paid UAH 1.1 billion to the budget and the Pension Fund. This is UAH 465 million or 73% more than in 2023.
«Thanks to the joint measures of the Ministry of Finance and the State Tax Service, in the second half of 2024, there were positive developments regarding de-shadowing in the long-suffering provider market, in particular, the legalization of hired labor and wages,» said the head of the financial committee.
He noted «positive trends» in increasing tax payments and wages at most Internet providers.
According to Getmantsev, in 11 Internet providers, average salaries more than doubled in the 4th quarter, in another 12 companies, they increased by more than one and a half times. Also, the number of employees increased in most providers, and in almost all of them, the payment of taxes to the budget and the Pension Fund.
«The level of tax burden on companies operating under the general taxation system (together with contributions to the pension fund) increased from 16,4% in the 3rd quarter to 22,3% in the 4th quarter, and on individual entrepreneurs from 6,2% to 7,6%,» Danylo Getmantsev reported.
He added that more than half of Internet provider companies increased tax payments for Q4 2024 by more than 50% compared to Q3 2024, and some companies by 3-4 times.
«Work with the fixed Internet industry is an example of successful systemic de-shadowing, which the state (DPS and BEB) must complete despite the opposition of shadowy entities and their lobbyists,» said Hetmantsev.
Recall that in the summer he stated that Ukraine has a large tax shortfall due to the «gray» Internet business. He added that the state has the tools to bring business «to its senses.»
The director of the Internet provider Elite-Line from Kramatorsk did not agree with his arguments. According to Mykola Kucheruk, Hetmantsev claims without «any arguments» that Internet providers do not pay taxes, buy gray equipment, have poorer quality, and do not care about subscribers' personal data.
Subsequently, the Internet Association of Ukraine (InAU) appealed to the President of Ukraine, Volodymyr Zelensky, with a request to protect the «legitimate rights of small businesses in the electronic communications industry.»
From October 1, 2024, the tax authority introduced a ban on applying the simplified taxation system for small Internet providers. As a result, during August-October 2024, 1,316 entities submitted information to the National Commission for Economic and Financial Stability (NCEF) about the cessation of activities .
