According to DOU, the relevant changes are provided for by Law No. 13347, which has already been approved by the Verkhovna Rada. According to the new rules, a candidate must have one of the following types of experience: military service, reserve service, work in security and defense sector bodies, or training for reserve officers. An exception was made only for those who were recognized as unfit for service due to health conditions.
These requirements apply not only to the classic civil service, but also to local governments. In fact, this means that the changes affect a significant part of vacancies in the public sector, including in the areas of digitalization, analytics, cybersecurity, and GovTech projects where IT specialists work.
At the same time, basic military training will no longer be a separate mandatory requirement for civil servants. The new approach assumes that the key factor is not the fact of passing the BZVP, but the presence of practical experience in the field of defense or training.
It is important to note that the new rules will not come into effect immediately. They will come into effect only after the end or lifting of martial law, and no sooner than a year after that.
Law No. 13347 changes the approach to preparing citizens for national resistance and at the same time affects the labor market in the public sector. For IT specialists, this means a new barrier to entry into government projects, which previously could be bypassed without military experience.
