According to DOU with reference to YC Market, 480 new legal entities were registered in IT in the first quarter of 2025. That is, the growth for the year was almost 90%. Against this background, IT outpaced other sectors of the economy in the number of new businesses.
The most active new companies appeared in Kyiv, where 419 legal entities were registered in three months. Another 86 new IT businesses were opened in Kyiv region. Among the regions, Lviv region is next with 97 new companies and Dnipropetrovsk region, where 73 registrations were recorded. This geography shows that IT continues to be concentrated in large urban centers, but is no longer limited to the capital.
At the same time, the number of closures in IT remained low. In the first quarter of 2026, 17 legal entities ceased operations, while a year earlier there were 21. For comparison, in transport and logistics, as well as in agriculture, there were more than 40 closures. Moreover, in the transport and logistics sector, the number of closed companies increased by 147%.
In fact, this means that IT is now not only rapidly generating new legal entities, but also demonstrating relatively stable dynamics compared to other industries. While in some sectors the market is shrinking or going through painful restructuring, in IT, on the contrary, a wave of new launches is visible.
This is also important because the registration of new legal entities is one of the markers of business activity. For IT, this may indicate the launch of new service companies, product teams, and structures for certain areas of work. Against the backdrop of war, tax changes, and general economic turbulence, such growth shows that IT in Ukraine still remains one of the most vibrant sectors for creating new businesses.
