Borodatyuk called on the Ukrainian authorities to postpone strict regulation of AI for at least 10 years

On his LinkedIn page, he directly stated that hasty regulation of AI in Ukraine is contrary to the interests of technology and business development, and suggested postponing strict restrictions as much as possible.
He bases his position on a comparison of global approaches. According to him, the United States has already moved to a centralized model of AI development, involving government laboratories, infrastructure and computing power within large national programs. China, in turn, has long been moving towards a controlled state system.
The European Union, on the contrary, is betting on regulation: in 2026, key provisions of the AI Act will become mandatory for businesses. Borodatyuk believes that this affects the speed of market development and may weaken the competitive position of European companies in the global race.
In the Ukrainian model, he draws attention to a phased approach: self-regulation by 2027 and further adaptation of European legislation by 2030. At the same time, the entrepreneur believes that even these deadlines should not be accelerated.
«The longer we drag on with strict regulation of AI, the better for the country,» notes Borodatyuk.
He adds that Ukraine should not rush into restrictions and needs to consciously buy time for the development of technology and business.
«Ukraine needs a corridor of freedom for at least 10 years so that business, R&D, and innovation can grow to a scale where regulation no longer kills, but fixes the advantage,» the entrepreneur explains.
He separately formulates three goals declared by the state: competitiveness, protection of rights, and European integration. However, in his assessment, in reality, too early restrictions can have the opposite effect and slow down the development of the industry.
Borodatyuk concludes that Ukraine should not abandon the European course, but buy time and not introduce restrictions before it becomes critically necessary for the market.
