The state budget received UAH 72.6 million after issuing new licenses to lottery operators

According to PlayCity, these three companies became the winners of the competition for licensing lottery operators, which was held at the end of 2025. The agency’s report states that the total amount of revenue from issued licenses has already exceeded UAH 72 million.
After issuing licenses, operators must work under new conditions that the government previously approved. In particular, this concerns mandatory electronic reporting to PlayCity, real-time control of sales and payouts, as well as a QR code for each lottery ticket and terminal.
In practical terms, this means that the regulator gets more tools to track how the market works, and users get the opportunity to check the legality of the point of sale and the authenticity of the ticket. At the same time, PlayCity explicitly states that the new model should reduce the scope for manipulation of sales and payouts.
The current licenses are not issued for ten years, as stipulated by the relevant law, but for the duration of martial law and another year after its end, but not less than three years. In parallel, the Ministry of Digital Affairs, together with PlayCity, is preparing amendments to the legislation on lotteries. Among the proposed changes are the transition from a competition to an electronic auction, the admission of foreign operators, a clearer distinction between lotteries and gambling, as well as a ban on lotteries of the «toto» type and casino-like design.
That is, the current story is not only about the payment of 72 million UAH, but also about a transitional stage for the entire market. However, some politicians and law enforcement agencies have questions about whether the competition for licenses was fair and transparent.
Previously, dev.ua wrote about how the Chairman of the Finance Committee of the Verkhovna Rada, Danylo Hetmantsev, said that the Prosecutor General’s Office had initiated a criminal case due to potential violations by the PlayCity agency during the competition of state lottery operators.
