According to Glavkom, it is about creating the so-called «Sovereign Artificial Intelligence Factory» (AI Factory). This is a state cloud infrastructure that will allow launching large language models and other AI-based products. The purchase includes two hardware and software complexes with GPU nodes, liquid cooling systems, network switches, data storage platforms and Nvidia AI Enterprise licenses.
The tender was conducted through an open bidding procedure, where the main criterion was the lowest price. Lan Tech was the winner among companies that had to confirm annual revenue of UAH 100 million and the highest level of partnership with server equipment manufacturers (Titanium/Platinum or equivalent). The contractor must also provide a bank guarantee of UAH 6.8 million.
The equipment for the AI Factory must be delivered by June 1, 2026. This infrastructure is expected to become the foundation for the development of national AI solutions, including in the fields of public services, cyber defense, defense, and business.
According to YouControl, the company was founded in 2011 and registered in Odessa. Its owner is Oleg Lytvyn, and its manager is Sergey Finashkin. Lan Tech has repeatedly won government procurements, supplying network equipment and IT solutions to various departments.
The launch of AI Factory within the framework of «Action» is part of the Ministry of Digital Economy’s broader strategy to create Ukrainian basic AI models and reduce dependence on foreign cloud services. By the end of 2025, the state plans to launch the first pilot models of the Ukrainian LLM, and in the future to use the infrastructure for training military systems, automating document flow, and supporting business processes. Thus, the tender for UAH 225 million is only the first step towards the deployment of a full-scale artificial intelligence ecosystem in Ukraine.
